ADMINISTRATIVE AND REPORTING REQUIREMENT TECHNICAL SPECIFICATION CHANGES Re:

Haddam Neck Plant The Counission has issued the enclosed Amendment No. 79 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated May 2, 1983, July 9, 1985, August 13 and August 15, 1985, and a meeting sumary dated June 10, 1986.

In general, this license amendment revises many administrative sections in Chapter 6, adds new reporting requirements consistent with 10 CFR 50.72 and 10 CFR 50.73 and adds a new containment isolation valve to the plant technical specifications.

By letter dated August 15, 1985, Connecticut Yankee Atomic Power Company (CYAPCO) summarized all changes in a composite submittal. This letter also withdrew a proposed change to the definition of containment integrity. The proposed changes to incorporate post-accident instrumenta-tion into the technical specifications were previously addressed in l

Am ndment 66 to the licensee, but are included with this amendment package because the references to the reporting requirements have been revised.

By letter dated June 3, 1986, CYAPC0 withdrew a proposed change to revise the schedule for removal of the reactor vessel surveillance capsules.

With the issuance of this amendment package, all outstanding licensing actions associated with the referenced applications are completed.
