By request ofthe NRC, these values willbe compared to their mean and 2 sigma standard deviation value ofresponse time (value which represents 95% confidence level, by definition). Since this is an NRC approved method for calculating setpoint values (c.g., 2 sigma values for driA), it was determined that this would be an appropriate method for calculating response time based upon historical operating data. It should be noted that references 8 and 9 clearly demonstrate that the vendors do not supply design response time data for the instruments ofquestion. | |||

This calculation yields the "allowance" time to account for the sensors'esponse time contribution in the total channel response time calculations.

The calculation ofthe tbtal response times demonstrated on these sheets is extracted from references 4-7. The columns labeled 'Administrative value per existing SI's're thc times given in PP&L's procedures today. 100 mSeconds MSIVMain Steam Line High Flow: 200 mSeconds These administrative values werc established based upon review of SSES operating historical response time data, selecting the longest operational response time for the specific function, and rounding the time conservatively to an appropriate value. By request ofthe NRC, these values willbe compared to their mean and 2 sigma standard deviation value ofresponse time (value which represents 95% confidence level, by definition). Since this is an NRC approved method for calculating setpoint values (c.g., 2 sigma values for driA), it was determined that this would be an appropriate method for calculating response time based upon historical operating data. It should be noted that references 8 and 9 clearly demonstrate that the vendors do not supply design response time data for the instruments ofquestion.
Mean and 2 sigma values willbe calculated using Excel. Attachments 5-8 lists the values for each signal. The mean and standard deviation values are calculated by Excel as follows:
