PURPOSE Thc purpose of this calculation is to document the operational response time data assumptions for the following channels:

RPS: RPV LEVEL-LOWLEVEL 3 MSIV ISOLATION: RPV LEVEL-LOWLOW LOW LEVEL 1 MSIV ISOLATION: MSLFLOW- HIGH MSIV ISOLATION: MSL PRESSURE -LOW These channels'ensor response time tests, but not the relay response time tests, were eliminated via a General Electric LTR effort and PP&L's implementation of this effort (references 1,2,3). This calculation yields the "allowance" time to account for the sensors'esponse time contribution in the total channel response time calculations.

The calculation of the tbtal response times demonstrated on these sheets is extracted from references 4-7. The columns labeled 'Administrative value per existing SI's're thc times given in PP&L's procedures today. Included in these times are the following values for each sensor RPS Reactor Vessel Low Level 3: 600 mSeconds MSIV Isolation Reactor Vessel Low Level 1: 600 mSeconds MSIV Isolation Main Stcam Line Low Pressure: 100 mSeconds MSIV Main Steam Line High Flow: 200 mSeconds These administrative values werc established based upon review of SSES operating historical response time data, selecting the longest operational response time for the specific function, and rounding the time conservatively to an appropriate value. By request of the NRC, these values willbe compared to their mean and 2 sigma standard deviation value of response time (value which represents 95% confidence level, by definition). Since this is an NRC approved method for calculating setpoint values (c.g., 2 sigma values for driA), it was determined that this would be an appropriate method for calculating response time based upon historical operating data. It should be noted that references 8 and 9 clearly demonstrate that the vendors do not supply design response time data for the instruments of question.

Mean and 2 sigma values will be calculated using Excel. Attachments 5-8 lists the values for each signal. The mean and standard deviation values are calculated by Excel as follows:

Mean=AVERAGE of values input Standard Deviation=STDEV of values input Mean+2 standard deviations=AVERAGE+2*STDEV

The values capitalized reprcscnt the Microsoft Excel commands that were used.
