i In accordance with the provisions ~ of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes a change to the Edwin I. Hatch Unit 1 Technical Specifications, Appendix A to Operating License DPR-57. The proposed change would modify the surveillance requirements for the functional testing of certain refueling interlocks to achieve consistency with the corresponding Unit 1 Limiting l

Conditions for Operation (LCO) statements and the Unit 2 Technical l Specifications. _The Plant Review Board, and Safety Review Board subcomittee have reviewed the proposed change.

l- Enclosure 1 provides a detailed description and basis for the proposed change.

l Enclosure 2 details the bases for our determination that the proposed change does not involve significant hazards considerations.

Enclosure 3 provides the page change instruction for incorporation of the Technical Specifications revision. The proposed changed pages follow Enclosure 3.

HATCH NUCLEAR PLANT UNIT 1 REQUEST TO REVISE TECHNICAL SPECIFICATIONS REFUELING INTERLOCK SURVEILLANCE REQUIREMENTS BASIS FOR CHANGE REQUEST The proposed change will clarify the surveillance requirements for performing functional tests on certain refueling interlocks.

Specifically, the current Unit 1 Technical Specifications require testing of the refuel mode switch interlocks, the fuel grapple hoist setting interlock, and the auxiliary hoist load setting interlocks " prior to any fuel handling with the head off the reactor vessel," and at weekly intervals thereafter. The Technical Specification bases for the refueling interlocks are to prevent an inadvertent criticality during refueling operations when the reactivity potential of the core is being al tered. The Limiting Conditions for Operation of the Unit 1 Technical Specifications (Specifications 3.10. A.1, 3.10. A.2, and 3.10. A.3) reflect this fact. Certain refueling operations such as fuel sipping and inspection, or transferring fuel between the spent fuel pools, however, can be performed while the head is off the reactor vessel and do not have the potential to cause inadvertent criticality.

This change would require testing of the refuel mode switch interlocks " prior to core al terations", which is consistent with the design bases. The change would al so require testing of the hoist interlock settings " prior to any movement of fuel assemblies or control rods within the reactor pressure vessel." This is consistent with the design intent to ensure that the core internals and pressure vessel are protected from excessive lif ting force in the event they are inadvertently engaged during lifting operations.

The requirement, as proposed, is in agreement with the Unit 2 a Standard Technical Specifications and more accurately reflects the intent of the Unit 1 Limiting Conditions for Operation for the refueling interlocks. This revision will also allow for consistency between the Unit 1 and Unit 2 plant procedures, thus simplifying operator training and enhancing plant safety.

HATCH NUCLEAR PLANT UNIT 1 REQUEST TO REVISE TECHNICAL SPECIFICATIONS REFUELING INTERLOCK SURVEILLANCE REQUIREMENTS 10 CFR 50.92 EVALUATION Pursuant to 10 CFR 50.92, Georgia Power Company (GPC) has evaluated the proposed amendment to the Plant Hatch Unit 1 Technical Specifications and has determined that its adoption would not involve a significant hazards consideration. The basis for this determination is as follows:

Proposed Change:

The proposed change will clarify the surveillance requirements for performing functional tests on certain refueling interlocks.

Specifically, this change would require testing of the refuel mode interlocks " prior to core alterations" and also would require testing of the hoist interlock setting " prior to any movement of fuel assemblies or control rods within the reactor pressure vessel . " The surveillance intervals associated with these tests would not be changed.

Basis for Proposed Change:

The revision to the Unit 1 surveillance requirements will more accurately reflect the intent of the corresponding Limiting Conditions for Operation (LCO) for the refueling interlocks. Al so , this revision to the Unit 1 Technical Specifications will be consistent with the Unit 2 Standard Technical Specifications, thus establishing consistency between the Unit 1 and Unit 2 plant procedures.

This change does not involve a significant increase in the probability or consequences of an accident. The refueling interlocks will still be .

tested in a manner which allows them to fulfill their safety function.

The proposed change will affect no other accident scenario.

The possibility of a different kind of accident from any previously analyzed is not created, because the change to surveillance requirements reflects the intent of the LC0 and the bases of the Technical Specifications for the refueling interlocks.

The change does not involve a significant reduction in a margin of safety because the refueling interlocks will still be tested in a manner which allows them to perform their safety function. The margin of safety defined in the Technical Specifications is not significantly reduced by this change, because the plant safety analyses are not affected.
