1.0 INTRODUCTION

By letter dated July 8,1987, as suppleinented, the Westinghouse Electric Corporation (Westinghouse or the licensee) submitted a plan for dismantlement and decontamination of their Nuclear Training Reactor facility and a request for termination of Facility Operating License No. R-119. Following review by the NRC staff, the plan was approved and Westinghouse commenced dismantlement and decontamina; ion.

Upon completion of the dismantlement and decontamination, Westinghouse

, submitted a report entitled "Westinghouse Nuclear Training Reactor Decommissioning Final Report," dated April 1988 as a basis for license termination.

On June 9, and 10, 1988, OakRidgeAssociatedUniversities(0RAU) representatives performed a termination survey at the facility under an interagency agreement and in accordance with a Request for Technical Assistance from Region III dated April 22, 1988.

2.0 EVALUATION In a memorandum dated September 6,1988 (W. D. Shafer, Region III, to T. S. Michaels, NRR) Region III concluded that, based on the termination survey performed by the ORAU, the residual contamination levels for the reactor facility comply with the criteria of Regulatory Guide 1.86 Table I, which establishes acceptable residual surface contamination levels, and is below the exposure limit, established by the NRC staff, of 5 micro R/hr above background at one meter (See Section 5.0 Reference). Therefore, the facility can be released for unrestricted use,

3.0 ENVIRONMENTAL CONSIDERATION

TheCommissionhaspreparedanEnvironmentalAssessment(EA),which was published in the FEDERAL REGISTER on october 25, 1988 (53 FR 43057).

On the basis of the EA and the above Safety Evaluation the Commission has determined that no Environmental Impact Statement is required and that issuance of this Order terminating the license will have no significant adverse effect on the quality of the human environment.

4.0 CONCLUSION

Based on the foregoing considerations, the staff concludes that Facility Operating License No. R-119 can be terminated without undue risk to the health and safety of the public or workers, and without any significant impact on the public or the environment.
