Nardi to USNRC l The Westinghouse Electric Corporation hereby submits this application for a license amendment to approve the attached Facility Dismantling Plan for the Westinghouse Nuclear Training Reactor located at Zion, Illinois (License Number R-119, Docket 50-87). In a previous submittal (See Reference 1 above), Westinghouse requested a license amerdment for a " Possession only" license. Both of these requested actions are part of Westinghouse's continuing efforts to dismantle the Training Reactor, release the facility for unrestricted use ard eventually to terminate the license.

The attached document incorporates a set of proposed Technical Specifications and a Physical Security Plan which are identical to those same documents that were submitted with Attachment 1 but are also included here for completeness of this submittal. The attached plan provides a description of the operating history ard the current radiological status of the facility. With the fuel and neutron sources already shipped offsite for recovery, only minimal radioactive material in the form of activated metallic camponents and calibration sources remains. The dismantlire effort will involve mechanical disassembly of the reactor core structure, packageing of all radioactive material for proper disposal, and final radiological survey of the facility to 4!

3 demonstrate compliance with the " free release" criteria. The radiation exposure to the persannel conducting these tasks is expected to be very $p/,V low. Your timely review of this application would be appreciated to permit Westinghouse to proceed with this program. .g h/ l
