7590-01 l UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION In the Matter of WESTINGHOUSE ELECTRIC Docket No. 50-87 CORPORATION (Nuclear Training Reactor Facility)

ORDER TERMINATING FACILITY OPERATING LICENSE By application dated July 8,1987, as supplemented, the Westinghouse Electric Corporation (the licensee) requested the Nuclear Regulatory Commission (the Connission) for authorization to dispose of the component parts of its Nuclear Training Reactor Facility located in Zion, Illinois and to terminate Facility Operating License No. R-119. A Notice of

' Proposed Issuance of Orders Authorizing Disposition of Component Parts and Terminating Facility License", was published in the FEDERAL REGISTER on September 14,1987,(52FR34732). No request for a hearing or petition for leave to intervene was filed following notice of the proposed action. By Order dated January 29, 1988, the Commission authorized dismantling of the facility and disposal of component parts as proposed in the licensee's dismantling plan.

The reactor was shut down in Fetruary 1987 and all fuel has been removed from the core and shipped to a DOE facility for processing. The reactor facility has been completely dismantled and all requirements, particularly those relevant to residual radioactivity and the packaging and shipping of fuel and radioactive material, have been met. Accordingly, the Comission has found that the facility has been dismantled and decontaminated pursuant s
