Thank you for your response of February 27, 1987, to our Notice of Violation | |||
issued on January 29, 1987, concerning activities conducted at 'your Vogtle | |||

facility. We have evaluated your response and found that it meets the require- | |||
ments of 10 CFR 2.201. | |||
We will examine the implementation of your corrective | |||

We have reviewed your justification with regard to why this violation should be | |||
re-classified as a Severity Level V rather than the stated Severity Level IV, | |||
and have concluded that Severity Level IV is the appropriate classification. | |||
This violation involved failure to meet regulatory requirements for more than | |||
one Quality Assurance Criterion. | |||
The documentation discrepancies concerning | |||
operability of the remote shutdown panel were, alone, considered to be minor by | |||
the inspectors during review of the test results in that NRC personnel were | |||
present when the remote shutdown panel preoperational test was performed. The | |||
validity of the test results would have been questioned, based on the | |||
documentation discrepancies, if NRC personnel had not been present during | |||
performance of the test. The area which was of greater concern to the | |||
inspectors was that the documentation discrepancies were very obvious when the | |||
test results were reviewed by the inspectors, but these discrepancies were not | |||
identified during your review process. We do not consider violations involving | |||
inadequate review of test results to be minor in that the review of completed | |||
test results packages represents the last opportunity for appropriate members | |||
