Staff has reviewed the, proposed minor amendments to the final rule, and we have the following comments: | |||
In section 1.31: | |||
> Tb) add the phrase " including accounting principles and standards" after " financial management policy"; | |||
p(c-) change " established" to " establishes"; | |||
revise to read: " Develops and manages an agencywide planning, budgeting, and performance management process."; | |||
revise to read: " Develops and maintains an integrated agency financial management system, including an accounting system, and financial reporting and internal controls" (this provides consistency with OMB Circular A-127); | |||
remove comma after " activities"; | |||
gp(g) revise to read: " Prepares and transmits an annual financial management report to the Chairman and the Director, Office of Management and Budget, including an audited financial statement"; and b'iedesignate (i) as (j) and enter the following for (i): " Establishes, maintains, and ' [/ gg-L oversees the implementation of license fee policies and regulations." | |||
Qe are no changes required to 10 CFR Part 16 to refle,ct the NRC reorganization. However,y p recent statutory changes would prompt the following revision to section 16.1(e): A request for waiver under 5 U.S.C. 5584 should no longer be referred to the General Accounting Office, instead should be referred to the NRC. | |||
