In response to this letter, I called Richard Seward,* a representa-tive of Palmetto Alliance, and explained that I was calling because there was not sufficient time remaining to respond in writing. We discussed the status of the review, and the purpose of the upcoming conference. I also discussed the issuance of the Federal Register Notice on July 28, 1978 offering the public an opportunity to petition for leave to intervene if their response was received by August 28, 1978. He was aware of this, and realized they had missed their opportuni ty. I did relay, however, that it might be possible to be admitted as a party for limited appearance, and that I would forward his letter to ELD with this option.
