DOCUMENTATION OF PHONE CONVERSATION BETWEEN PALMETTO ALLIANCE AND MYSELF ON 10/20/78 By letter dated October 11, 1978 (received in FCRR October 20,1978),
' the Greenville Chapter of Palmetto Alliance requested information pertaining to the hearings with respect to Duke Power Company's proposed amendment to SNM-1773, which would allow them to ship spent fuel from Oconee to McGuire. The letter, in the form of a petition to intervene, was ticketed with an urgent ED0 ticket due to its request for information pertinent to the pre-hearing conference on October 24, 1978.
In response to this letter, I called Richard Seward,* a representa-tive of Palmetto Alliance, and explained that I was calling because there was not sufficient time remaining to respond in writing. We discussed the status of the review, and the purpose of the upcoming conference. I also discussed the issuance of the Federal Register Notice on July 28, 1978 offering the public an opportunity to petition for leave to intervene if their response was received by August 28, 1978. He was aware of this, and realized they had missed their opportuni ty. I did relay, however, that it might be possible to be admitted as a party for limited appearance, and that I would forward his letter to ELD with this option. Mr. Seward was receptive to this, and said that he would be attending the pre-hearing conference on Tuesday, October 24, 1978.
Mr. Rehm (ED0) was notified of this conversation, and the letter and ticket have been redirected to OELD for further action.
