We are continuing our review of your license amendment request associated with Function 2.j, Recirculation Riser Differential Pressure - High (Break Detection) in TS 3.3, "Emergency Core Cooling System Instrumentation," Table 3.3.5.1-1. By previous e-mails (3/18/03 and 3/27/08) I transmitted draft RAI questions generated by reviewers L. Ward and T. Nakaishi, and we are still waiting for response to those. Meanwhile, our Instrumentation and Controls Branch reviewers Kerby Scales and Barry Marcus have generated the following draft RAI questions; please set up a telephone conference with me to discuss these draft questions:

Setpoint Calculation Methodology: Provide documentation (including sample calculations) of the methodology used for establishing the limiting setpoint (or NSP) and the limiting acceptable values for the As-Found and As-Left setpoints as measured in periodic surveillance testing as described below. Indicate the related Analytical Limits and other limiting design values (and the sources of these values) for each setpoint.
