By letter dated December 19, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17353A437), you submitted to the U.S. Nuclear Regulatory Commission (NRC) a request to incorporate Traveler TSTF-568, "Clarify Applicability of BWR/4 TS 3.6.2.5 and TS 3.6.3.2," into the standard technical specifications. Section 170.21 of Title 10 of the Code of Federal Regulations requires that Travelers are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours have been billed accordingly. The NRC staff estimates that the review will require approximately 530 staff hours including project management time.
 
The NRC staff has completed a preliminary review of your submission and determined it is sufficiently complete and appropriate to initiate a more comprehensive review. The review will generally follow the schedule below.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that Travelers are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours have been billed accordingly. The NRC staff estimates that the review will require approximately 530 staff hours including project management time.

The NRC staff has completed a preliminary review of your submission and determined it is sufficiently complete and appropriate to initiate a more comprehensive review. The review will generally follow the schedule below.
