Gentlemen:

Subject: Inspection No. 50-219/85-02

This is in reference to your letter dated April 24, 1985, in response to our

letter dated March 29, 1985. We apologize for the delay in responding to your

letter.

Thank you for informing us of the interim and final corrective actions

documented in your letter. Those actions were examined during NRC Region I

inspections conducted on May 14, 1985 and on July 22-26, 1985 and appeared to

be adequate.

In your response to Violation A, you contend that it was not technically

feasible (or practical) to comply with the commitment in your physical security

plan. However, as demonstrated by your interim and final corrective actions,

it is our view that it was technically feasible to comply with your commitment.

In addition, the measure you implemented on your own to compensate for the

weakness, as described in the first paragraph of your response, did not obviate

the vulnerability that formed the basis for the violation and, therefore, would

not have been accepted for that purpose, if it had been submitted to the NRC.

Further, an obstruction in the same area added to the vulnerability, and the

existence of that obstruction was also not in compliance with NRC requirements.

Therefore, we find that the violation is valid and will remain as cited.

Attachment A to your letter contains information which is exempt from public

disclosure in accordance with 10 CFR 73.21.

Therefore, the attachment will
