The OE writeup accomplishes what FCSS wanted to achieve with the higher civil penalty. We have a few suggestions on the text :

1) Para. 2, last sentence Rather than " site employees" say " workers."

2)

Para. 3, last sentence Rather than "should get more attention from the Corporation." suggest "should be an indication to the Corporation of the seriousness of the situation."

3) last Para., secor.3 sentence Rather than " a clear message concerning the cost of noncompliance," we suggest "a clear message concerning the financial implications of nonecunpli mce. "
