The OE writeup accomplishes what FCSS wanted to achieve with the higher civil penalty. We have a few suggestions on the text :

1) Para. 2, last sentence Rather than " site employees" say " workers."

2) Para. 3, last sentence Rather than "should get more attention from the Corporation." suggest "should be an indication to the Corporation of the seriousness of the situation."
