ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anamendmenttothelicense(includingthetechnicalspecifications)mustfullydescribethechangesrequested,andfollowingasfarasapplicable,theformprescribedfororiginalapplications.Section50.34of10CFRaddressesthecontentoftechnicalinformationrequired.Thissectionstipulatesthatthesubmittaladdressthedesignandoperatingcharacteristics,unusualornoveldesignfeatures,andprincipalsafetyconsiderations.

TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetailtoenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingtheacceptabilityoftheproposedamendmentintermsofregulatoryrequirementsandtheprotectionofpublichealthandsafetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothedetailedtechnicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaff'sabilitytocompletethedetailedtechnicalreviewareidentifieddespitecompletionofanadequateacceptancereview.YouwillbeadvisedofanyfurtherinformationneededtosupporttheNRCstaff'sdetailedtechnicalreviewbyseparatecorrespondence.Ifyouhaveanyquestions,pleasecontactmeat3014151603CarleenSanders,ProjectManagerPlantLicensingBranchI2DivisionofOperatingReactorLicensingOfficeofNuclearReactorRegulation DocketNos.50272and50311
