ThepurposeofthisletteristoprovidetheresultsoftheU.S.NuclearRegulatoryCommission(NRC)staffsacceptance reviewofthisamendmentrequest.Theacceptancereviewwasperformedtodetermineifthereissufficienttechnical informationinscopeanddepthtoallowtheNRCstafftocompleteitsdetailedtechnicalreview.Theacceptancereview isalsointendedtoidentifywhethertheapplicationhasanyreadilyapparentinformationinsufficienciesinits characterizationoftheregulatoryrequirementsorthelicensingbasisoftheplant.
ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anamendmenttothelicense (includingthetechnicalspecifications)mustfullydescribethechangesrequested,andfollowingasfarasapplicable,the formprescribedfororiginalapplications.Section50.34of10CFRaddressesthecontentoftechnicalinformation required.Thissectionstipulatesthatthesubmittaladdressthedesignandoperatingcharacteristics,unusualornovel designfeatures,andprincipalsafetyconsiderations.
TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetail toenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingthe acceptabilityoftheproposedamendmentintermsofregulatoryrequirementsandtheprotectionofpublichealthand safetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothedetailed technicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaffsabilitytocompletethedetailed technicalreviewareidentifieddespitecompletionofanadequateacceptancereview.Youwillbeadvisedofanyfurther informationneededtosupporttheNRCstaffsdetailedtechnicalreviewbyseparatecorrespondence.
