Proposed changes to Bases Section B2.1, " Bases for Safety Limits," are included to reflect the change to Definition 1.9. The setpoints for the Recirculation Flow Upscale Rod Block contained in Table 3.3.6-2, " Control Rod Block Instrumentation Setpoints," are being proposed for revision to facilitate operation at up to 105% rated core flow.
