Gentlemen:

Niagara Mohawk Power Corporation hereby transinits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A of the above mentioned license.

Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR f 50.92 are included as Attachment B.

l The proposed Technical Specification changes contained herein represent revisions to Section l

1.0, " Definitions," and Section 3/4.3.6, " Control Rod Block Instrumentation." Definition l

1.9, " Critical Power Ratio," is being proposed for revision to replace the designation for the l

General Electric critical power correlation, "GEXL," with a more generic term. Proposed changes to Bases Section B2.1, " Bases for Safety Limits," are included to reflect the change to Definition 1.9. The setpoints for the Recirculation Flow Upscale Rod Block contained in Table 3.3.6-2, " Control Rod Block Instrumentation Setpoints," are being proposed for revision to facilitate operation at up to 105% rated core flow.

Finally, additional Bases changes to Sections B2.1, " Bases for Safety Limits," and B3/4.2,

" Power Distribution Limits," unrelated to the Technical Specification changes detailed above, are provided. These Bases changes incorporate revisions to General Electric's approved analytical techniques, update references, and reflect changes made to the Reload Section of the Nine Mile Point Unit 2 Updated Safety Analysis Report. Discussion of these Bases changes is included in the supporting information, but since they are unrelated to the proposed Technical Specification changes, the Bases changes are not addressed in the l

Affidavit or the Significant Hazards Analysis.
