Subject: Systematic Assessment of Licensee Performance (SALP) Report

Nos. 50-317/88-99 and 50-318/88-99

This refers to the evaluation of the Calvert Cliffs Nuclear Power Plant oper-

ated by the Baltimore Gas and Electric Company (BG&E) which was conducted by

the NRC staff on February 28, 1990. This report was forwarded.to you on

April 4, 1990, and discussed with you in a meeting at the Calvert Cliffs

Nuclear Power Plant on April 23, 1990.

This report specifically addresses activities and observations between

December 1, 1988, and December 31, 1989, and represents the NRC's' assessment of

licensee performance during-that period. Overall, we have observed improvement

in many areas, - We have also noted a number of significant management and pro-

- grarcmntic changes designed for facility improvement. We recognize your commit-

ment to sustain existing enhancements and seek further improvements in all

areas.

Finally, we will continue to closely observe activities at the facility

as your programs continue to evolve.

The_ list of attendees at that meeting is attached as Enclosure 1.

Final-SALP Report is attached as Enclosure 2.

Our letter of April 4, 1990, is

attached as Enclosure 3; your initial response to the SALP Report dated

April.19, 1990, is attached as Enclosure 4; and your final response to the SALP

Report dated May 14, 1990, is attached as Enclosure 5.
