PURPOSE OF THE PROPOSED CH ANGES The proposed changos to Section 4 6.1 of the James A. FitzPatrick Technical Specifications reviso the schedulo for visual inspection of snubbors consistent with tho guidanco provided in Gonoric Lottor 90-09 (Referenco 3). The revised visual inspection scheduto is based on the number of unacceptablo snubbers found during the previous inspection, tho sizo of tho various snubber populations or categories and the length of the previous inspection interval.

SAFETY IMPLICATIONS OF THE PROPOSED CHANGES Snubbers are designed to provent unrestrained pipo motion under dynamic loads as might occur during an carthquake or sovero transient, whilo allowing normal thermal motion during startup and shutdown. These snubbers, mechanical and hydraulic, provido protection to the primary coolant system and other safety related components.

To ensure that the snubbers properly perform their intended function, they are subjected to periodic functional and virual inspections. Functional tests verify that snubbors can operato within l

specific paramotor limits. Visualinspections are the observation of tho condition of installed I

snubbers to identify those that are damaged, degraded, or inoperable. Visual examinations l

complomont the functional testing program and provido additional assuranco of snubber

- operability.

The existing surveillance interval is based on an eightoon month operating cyclo and the number of inoperablo snubbors found during the previous inspection, regardless of the number of snubbers in that category. These critoria can result in excessivo radiologica! personnel exposures and can ontail a significant amount of site resourco: which the a!!ornato scheduto will climinato.

This reduction is consistent with the Commission's policy statomont on Technical Specification improvements.

The proposed inspoction interval was developed based on an operating cyclo of up to 24 rnonths while maintaining the samo confidenco lovol in snubbor operability.

Tho grouping of snubbers into soveral populations allows cach group to bo inspected based on tho failuro ratos for that particular grouping. Groups which fail visual inspection can thereforo bo inspected more froquently without requiring all snubbers to bo ir.spected at the same rato. By concentrating plant resources on thoso snubbors which requito increased visual inspection, thoso changes improvo plant maintenance whilo decreasing personnel radiation exposurcs.

IV.

EVALUATION OF SIGNIFICANT H A7.ARDS CONSIDERATION Oporation of the FitzPatrick plant in accordanco with the proposed Amendment would not involvo a significant hazards consideration as defined in 10 CFR 50.92, sinco it would not:

The proposed changes involvo no hardwaro changes, no changos to the operation of the snubbors, and do not chango the ability of the snubbers to perform their intended functions. An increato in visual inspection frequency will not affect the confidence lovel in operability developed from functional testing.

V.

IMPLEMENTATION OF THE PROPOSED CHANGES Implomontation of the proposed changos will not adversely affect the ALARA or Firo Protection Program at the FitzPatrick plant, nor will the changes impact the environment. The results of thoso changes are expected to reduce the doso to plant personnel since the number of inspections performed b closo proximity to radiological sourcos will be reducod. The proposed changos will not chango the inspection methodology currently in place and thoroforo can have no impact on the Firo Protection program or the environment.

Thoso changos, as proposod, do not constituto an unroviewed safety question as defined in 10 CFR 50.59. That is, they:

will not increaso the probability of occurronce or the consequencos of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report; b.

will not increase the possibility for an accident or malfunction of a type different from any evaluated previously in the safety analysis report; c.

will not reduco the margin of safety as defined in the basis for any technical specification; and d.

Involves no significant hazards consideration, as definod in 10 CFR 50.92.
