APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authorliy, as holder of Facility Operating Ucense No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes a revised schedule for visualinspection of snubbers. The proposed inspection schedule is consistent with the guidance provided in Generic Letter 90-09.
FitzPatrick Technical Specification Section 4.6.1 currently specifies a snubber inspection schedule based on the number of inoperable snubbers found during the previous inspection and limits the inspection interval to eighteen months. As outlined in the NRC's generic letter, the proposed schedule is based on the number of unacceptable snubbers found during the previous inspection in proportion to the size of the various snubber categories and increases the maximum inspection interval to forty-eight months.
The proposed change to the Tech iical Specifications is Attachment I to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed change is included as Attachment 11.
