Dear Mr. Butt:

In response to your submittal dated September 30, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21285A167), and pursuant to Part 70 of Title 10 of the Code of Federal Regulations (10 CFR), Special Nuclear Materials License SNM-142 is hereby amended to approve Joshua Young, M.S. as the radiation safety officer. Accordingly, License Condition 9 has been revised to list the date of your submittal, and Amendment 4 is issued. All other conditions of this license remain the same.

Enclosed is a safety evaluation report as well as public and non-public copies of the revised license. This letter concludes action on the amendment request.

In accordance with 10 CFR Section 2.390 of the NRCs Agency Rules of Practice and Procedures, a copy of this letter and Enclosures 1 and 2 will be available electronically for public inspection in the NRC Public Document Room, or from the NRCs ADAMS. Enclosure 3 will not be made publicly available. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Documents transmitted herewith contain Security-Related Information. When separated from the sensitive conditions in Enclosure 3, this document is decontrolled.
