_ SUPPORTING THE CRDER TERMINATING FACILITY OPERATING LICENSE NO. CX-10 BABC0CK AND WILCOX CRITICAL EXPERIMENT FACILITY DOCKET NO. 50-13

1.0 INTRODUCTION

By letter dated August 7, 1984, Babcock and Wilcox Company (B&W) submitted a plan for dismantlement and decontamination of the 1XW(t) ,

critical experiment facility. Following review by the NRC staff, the plan was approved and B&W consnenced dismantlement.

i Upon completion of the dismantlement B&W submitted a final survey report entitled "License Termination Survey Report for the CX-10 Critical Experiment Facility," dated June 2, 1986, as supplemented.

1 and requested a NRC final survey of the facility. ,

2.0 EVALVATION Upon review of the final survey resort, the staff had raised several questions concerning the level of sackground radiation readings around the CX-10 facility. B&W resolved our concerns by providing an additional discussion of the outdoor gamma surveys which concluded that the higher i

than expected gamma readings were due to "shy-shine" frem highly radioactive waste (from other B&W activities) stored nearby. The staff l agrees with this analysis.

performed by Oak Ridge Associated Universities, under contract to NRC, ,

in June 1987. The confirmatory survey was reviewed by NRC Region II i at B&W on September 17-21, 1987. The survey and inspection confirmed j that (1) all nuclear fuel has been removed from the facility, (2) that .

i residual contamination levels are consistent with the criteria of Table  !

I of Regulatory Guide 1.86, and (3) no areas were identified that exceeded the exposure limit of 5 uR/hr above background at one neter.

This information was related in memos to H. Berkow from D. Collins i dated May 11, 1987 and September 30, 1987.

3.0 ENVIRONMENTAL CONSIDERATION

4.0 CONCLUSION

Based on the foregoing considerations, the staff concludes that Facility  !

Operating License No. CX-10 can be terminated without undee risk to the  ;

health and safety of the public or workers, and without any significant '

impact on the public or tie environment.
