The Lynchburg Research Center (LRC) completed operations of the referenced reactor in September,1983. The fuel has been removed from the core tank and placed in storage. No further use for the facility has been indentified at the LRC and preparations are in progress to ship the fuel to the Department of Energy's facility at Oak Ridge, Tennessee.

Pursuant to the provisions of Title 10, Code of Federal Regulations, Part 50, 550.82, I request that the LRC be granted authorization to dis-mantle the reference reactor and dispose of its component parts in accord-ance with the attached plan. The plan, entitled " Dismantling Plan for the CX-10 Reactor", specifies that the intent of the LRC to dismantle and de-contaminate the facility in a manner that will permit the NRC to terminate the license and release the associated facilities for unrestricted use.

The LRC has decommissioned four research reactors and one test reactor over the past thirteen years. Most recently the Lynchburg Pool Reactor, License No. R-47, was dismantled and its associated areas were released for unrestricted use. This experience will be avaiable to the CX-10 project.

I feel that the LRC has the trained, experienced personnel and the admin-inistrative controls in place to carry out the project in a manner that will not be inimical to the common defense and security or to the health and safety of the public.

A check in the amount of $150.00 is attached, to cover the applicable fee specified in 10 CFR 170.21.
