ORDER TFPMINATING FACILITY OPERATING LICENSE 4
By application dated August 7, 1984, as supplemented, Babcock and 1
Wilcox Company (the licensee) requested the Nuclear Regulatory Commission (the Conmission) for authorization to dispose of the component parts of the critical experiment facility and to terminate Facility Operating License No. CX-10. A "Notice of Proposed Issuance of Orders Authorizing Disposition of Component Parts and Terminating Facility License", was published in the FEDERAL REGISTER on September 18, 1984 (49 FR 36579). No request for a hearing or petition for leave to intervene was filed following notice of the proposed action.
By Order dated April 4, 1985 the Commission authorized 4
i dismantling of the facility and disposal of component parts as proposed in the licensee's dismantling plan.
Reactor operations were terminated in September 1983, and all fuel has j
been removed from the core and shipped offsite to a Department of Energy facility. The reactor has been completely dismantled and all requirements,

particularly those relevant to residual radioactivity and the packaging and
]
shipping of fuel and radioactive material, have been met. Accordingly, the 4
l Cemusion has fcund that the facility has been dismantled and decontaminated I
pursuant to the Commission's Order dated April 4, 1985. Satisfactory 4
)I disposition has been made of the component parts and fuel in accordance with 0803030222 080226 DR ADOCK O O3 1
. the Conmission's regulations in 10 CFR Chapter I, and in a manner not inimical to the comon defense and security, or to the health and safety of the public.
Therefore, based on the application filed by the licensee, located in Lynchburg, Campbell County, Virginia, and pursuant to Sections 104 and 161 b, i, of the Atenic Energy Act of 1954, as amended, and in 10 CFR 50.82(b), Facility Operating License No. CX-10 is terminated as of the date of this Order.
In accordance with 10 CFR Part 51, the Comiscion has determined that the issuance of this ternination Order will have no significant impa:t. The Environmental Assessment Impact was published in the Federal Register on February 24, 1988 (53 FR 5481).

supplemented, (2) the Commission's Safety Evaluation related to the termination of the license (3) the Environnental Assessment, and (4) the "Notice of Preposed Issuance of Orders Authorizing Disposition of Component Parts ard Terminating Facility License" published in the FEDERAL REGISTER on September 18, 1984 (49 FR 36579).
