Questions concerning the potential duration of storage of damaged TRIGA-type fuel elements at the USGS facility were received from a representative of the Colorado State Department of Public Health and Environment. The USGS staff indicated that they plan to respond to the State of Colorado to ensure any storage concerns are adequately addressed.

SUMMARY

OF OCTOBER 29, 2020, MEETING WITH U.S. GEOLOGICAL SURVEY (EPID NO. L-2020-NFA-0003)

On October 29, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission staff and representatives of the U.S. Geological Survey (USGS) via webinar. The purpose of this meeting was to discuss the proposed license amendment request (LAR) to allow the licensee to acquire Training, Research, Isotopes, General Atomics (TRIGA)-type fuel from a foreign research reactor facility. The meeting notice and agenda, dated September 30, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20274A349. The USGS presentation used in the meeting is also available in ADAMS at Accession No. ML20310A398. A list of meeting attendees is provided as an enclosure to this summary.

By letter dated October 1, 2020 (ADAMS Accession No. ML20275A267), as supplemented by letter dated October 22, 2020 (ADAMS Accession No. ML20296A490), USGS submitted a LAR to amend its Renewed Facility Operating License No. R-113 for the USGS TRIGA Research Reactor (GSTR). The LAR proposes to receive, possess, but not use or separate, up to 4 kilograms of contained uranium-235 enriched to less than 20 percent as well as special nuclear material and byproduct material as may be produced by the operation of other facilities, in the form of TRIGA-type fuel received from the VTT Technical Research Centre of Finland.

During the public meeting, USGS staff provided an overview of their proposed acquisition of TRIGA-type fuel in terms of extending the GSTR core life, supporting international and domestic interagency relations, lessening the manufacturing burden on the TRIGA fuel production line, and cost savings.
