      'As a result of the inspection conducted during the period of September 3-6, 1985, and in accordance with NRC Enforcement Policy 10 CFR Part 2, Appendix C, the following violations were identified:
A. Technical Specifications, Section 6.2(f), " Review" states in part that the Reactor Operations Committee shall meet at least quarterly.
Contrary to the above, the committee failed to meet between November 8, 1984 and June 20, 1985.
This is a Severity Level IV Violation (Supplement 1).
B. 10 CFR Part 50.54 (i-1) " Conditions of Licenses", states in part:
            " Holders of operating licenses in effect on September 17, 1973, shall implement an operator requalification program which, as a minimum, meets the requirements of Appendix A of Part 55 of this chapter which was submitted for approval by the Atomic Energy Commission."
The licensee's NRC approved operator requalification program of Februa ry 30, 1974 requires that: " Annual written examinations will be set for all operators and senior operators (SR0s) covering areas identified in Appendix A, Part 55."
Contrary to the above, annual written examinations were not set for SRO's at the University of California Triga Reactor facility in 1982 and 1984.
This is a Severity Level IV Violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, The University of California at Irvine is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
