Id. at 2. The RAI response provided an explanation of the LRA's treatment of the sea breeze effect in its Severe Accident Mitigation Alternatives ("SAMA") analysis and the results of further studies conducted by the licensee on that topic.

Id. at 2-4. FOTC/NEC objects to the Notice on the grounds that FOTC/NEC disagrees with the conclusions in NextEra's RAI response. Objection at 3. But, to the extent this information relates to a pending contention challenging the SAMA analysis, it is relevant and material. The information's contestability does not render it any less so. Moreover, the NRC Staff does not agree with FOTC/NEC's claims that the Notice is "a de facto motion for summary judgment" and does not contain new information. Objection at 4. The Notice plainly does not ask for summary disposition and discusses studies recently undertaken by NextEra to addresses the NRC's RAI. Notice at 2-3. However, FOTC/NEC's Objection does raise an area concern. The Board has not yet ruled on the admissibility of FOTC/NEC's contention challenging the SAMA analysis.
