This refers to D.C. Cook Letter AEP:NRC:6514, dated September 22, 2006, and oursubsequent acknowledgment letter (ML062650461) to you of the same date regarding RPV head lifts (over the RPV) following NRC staff concerns raised regarding the D.C. Cook RPV head drop analysis. In your letter, you indicated that you would perform a more detailed, rigorous quantitative analysis to provide additional safety assurance, and that you would discuss those results with NRC staff prior to subsequent lifts of the RPV head over the RPV with fuel in the vessel during the current refuel outage.This letter documents our review of that analysis and subsequent clarifications and discussions,culminating in our discussion with your staff on October 23, 2006. During that discussion, we communicated our conclusion that your detailed analysis and commitments including a limitation on lift height, flooding of the reactor cavity, and various administrative controls described in your September 22, 2006 letter, sufficiently addressed our safety concerns for the remaining planned head lift for the current refuel outage.We request that you immediately notify me at (630) 829-9700 if your understanding differs fromthat set forth above or if, for any reason, you intend to change, deviate from, or not complete any of the actions documented in your September 22, 2006 letter, as modified or bounded by your current head drop analysis, prior to the change or deviation.However, please note that additional interaction is necessary to completely resolve the issue forthe longer term.
