By letter dated December 6, 2005, as supplemented by letters dated March 30, 2006, andOctober 1, 2006, FPL Energy Seabrook, LLC (FPLE) applied for an amendment to the Seabrook Station, Unit No. 1 Facility Operating License No. NPF-86. The proposed change would have modified Technical Specification (TS) 3.8.3.1, "Onsite Power Distribution," to extend the allowed outage time for vital instrument bus inverters 1E and 1F from 24 hours to 7 days.
By letter dated December 6, 2005, as supplemented by letters dated March 30, 2006, and October 1, 2006, FPL Energy Seabrook, LLC (FPLE) applied for an amendment to the Seabrook Station, Unit No. 1 Facility Operating License No. NPF-86. The proposed change would have modified Technical Specification (TS) 3.8.3.1, Onsite Power Distribution, to extend the allowed outage time for vital instrument bus inverters 1E and 1F from 24 hours to 7 days.
As part of the Nuclear Regulatory Commission (NRC or the Commission) staff's review, an independent analysis of the proposed change was performed. While the NRC staff's analysis indicated that the proposed change may be acceptable, differences were identified during performance of the confirmatory analysis that would require further NRC and FPLE staff communication to resolve. Subsequently, by letter dated December 20, 2006, FPLE withdrew the amendment request to allow these questions to be addressed, and incorporated in a revised license amendment request. The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment toFacility Operating License with the Office of the Federal Register for publication.Sincerely,/RA/   G. Dear Mr. St. Pierre:

By letter dated December 6, 2005, as supplemented by letters dated March 30, 2006, and October 1, 2006, FPL Energy Seabrook, LLC (FPLE) applied for an amendment to the Seabrook Station, Unit No. 1 Facility Operating License No. NPF-86. The proposed change would have modified Technical Specification (TS) 3.8.3.1, Onsite Power Distribution, to extend the allowed outage time for vital instrument bus inverters 1E and 1F from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 7 days.

As part of the Nuclear Regulatory Commission (NRC or the Commission) staffs review, an independent analysis of the proposed change was performed. While the NRC staffs analysis indicated that the proposed change may be acceptable, differences were identified during performance of the confirmatory analysis that would require further NRC and FPLE staff communication to resolve. Subsequently, by letter dated December 20, 2006, FPLE withdrew the amendment request to allow these questions to be addressed, and incorporated in a revised license amendment request.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
