The proposed revisions would implement a new scheme based on Nuclear Energy Institute 99-01, Revision 5, "Methodology for Development of Emergency Action Levels," in lieu of the existing scheme based on NUREG-0654, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in support of Nuclear Power plants." ML081420474 and ML081420543), Florida Power and Light Company (the licensee) submitted proposed revisions to the emergency action levels (EALs) for the Turkey Point, Units 3 and 4, and St. Lucie Nuclear Plant, Units 1 and 2.
