By letters dated May 14, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML081420474 and ML081420543), Florida Power and Light Company (the licensee) submitted proposed revisions to the emergency action levels (EALs) for the Turkey Point, Units 3 and 4, and St. Lucie Nuclear Plant, Units 1 and 2. The proposed revisions would implement a new scheme based on Nuclear Energy Institute 99-01, Revision 5, "Methodology for Development of Emergency Action Levels," in lieu of the existing scheme based on NUREG-0654, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in support of Nuclear Power plants." The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is required to complete its evaluation.
 
To expedite the review, the NRC staff's requests for additional information (RAls) were sent to you on February 26, 2009, in the draft form (ADAMS Accession Nos. ML091180283 for Turkey Point and ML091180292 for St. Lucie). After the licensee reviewed the above draft RAls, the NRC staff discussed the RAls with the licensee and its contractor on March 18, 2009, and again on April 13, 2009, to clarify all the licensee's questions.
