License No. R-126 SUBJECT 4):    Justification for the change We have provided the clarifications for the TS Chapter 14, Chapter 6.0 content and the flow chart depicting the facility organization and management. The main reasons for the clarifications we provided are:
: a. The currentflow chartshown as Fig. 6.1 in current TS Chapter14, Chapter6.0 Page 26 depicting the administrativeorganizationof the facility, lines of communication and control was not clear.
: b. The structure of the currentChapter 6.0 did not follow in full the ANSI/ANS 15.1-2007 and ANSI/ANS15.4-2007.
: c. The wording of some of the paragraphsrequiredclarificationin compliance with the ANSI/ANS 15.1-2007 and ANSI/ANS15.4-2007 (refer to as ANSI standardsin the explanationsprovided below).
The changes are listed under the SUBJECT 3) letter; the list contains in total seventeen groups of changes. The basis of these seventeen groups of changes is justified as follows:
: 1) Page 26 in the current TS, Chapter 14, Chapter 6.0 The current TS Chapter 14, Chapter 6.0 starts with 6.1 Responsibility (This became 6.1.2 Responsibility in revised version). We changed to start with 6.1 Organization following the ANSI standards. This whole section is rewritten to better explain the organization chart (see explanation under 2)) and describe the roles of each of the levels using guidelines from the ANSI standards. We explained very clearly the lines of communication and reporting.
