Re:   St. Lucie Unit 1 Docket No. 50-335 Turbine Rotors Florida Power 8 Light   Company (FP8L) has reviewed your letter   dated February 25, 1980 requesting,   in accordance with 10 CFR 50.54(f), information relative to disc integrity in Westinghouse 1800 RPM low pressure nuclear turbines.
Re: St.Lucie Unit 1 Docket No.50-335 Turbine Rotors Florida Power 8 Light Company (FP8L)has reviewed your letter dated February 25, 1980 requesting, in accordance with 10 CFR 50.54(f), information relative to disc integrity in Westinghouse 1800 RPM low pressure nuclear turbines.Specifically, your request attached a set of six site-specific questions and a second set of eight generic questions.
Specifically, your request attached a set of six site-specific questions and a second set of eight generic questions.     Your letter also urged that the generic questions be addressed through an owners group. As requested, responses to the generic questions were coordinated through a task force, of which FP8L is a member, which is chaired by Mr. Wayne Stiede of Commonwealth Edison. It is our understanding that Westinghouse will submit responses to the generic questions directly to your office and that you are in agreement with this method of submittal.
Your letter also urged that the generic questions be addressed through an owners group.As requested, responses to the generic questions were coordinated through a task force, of which FP8L is a member, which is chaired by Mr.Wayne Stiede of Commonwealth Edison.It is our understanding that Westinghouse will submit responses to the generic questions directly to your office and that you are in agreement with this method of submittal.

(a)  The  information reveals the -distinguishing aspects of    a process (or component, structure, tool, method, etc.)
where prevention of its use by any of Westinghouse's competitors without license from Westinghouse consti-tutes a competitive economic advantage over. other companies.
{b)  It consists    of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.),. the application of which data secures a competitive economic advantage, e.g., by optimization or improved marketability.
-(c) Its    use by.a competitor would reduce    his expenditure of resources or improve his competitive position in the design, manufacture,      shipment, installation, assurance of quality, or licensing      a similar product (d)  It reveals    cost or pr ice information, production capac-ities, budget levels, or commercial strategies of West-inghouse, its customers or suppliers-(e)  It reveals    aspects of past, present, or future Westing-house or customer funded development plans and programs of potential commercial value to Westinghouse.
(f)  It contains    patentable ideas, for which patent protec<<
tion  may be  desirable.
(g)  It is    not the property of Westinghouse, but must be treated as "proprietary by Westinghouse according to agreements with the owner.
 
(h)    Public disclosure of this information would allow un-fair and untruthful judgments on the performance  and reliability of Westinghouse equipment components  and improper comparison .with similar components made by
    .-competitors-There are sound p'olicy reasons behind the Westinghouse, system which include the following:
(a)    The use  of such information by Westinghouse gives Hest-inghouse a competitive advantage over its competitors.
      'It is,  therefore, withheld from disclosure to protect the Westinghouse competitive position.
(b)    It is  information which is marketable in many ways.
The extent .to which such information is available to competitors diminishes the Westinghouse ability to sell products and services. involving the use of the information.
(c)    Use by our  competitor would put Westinghouse at a com-petitive disadvantage by reducing his expenditure of resources at our expense.
(d)    Each component  of proprietary information pertinent to a  particular competitive advantage is potentially as valuable as the total competitive advantage. If  com-petitors acquire components of proprietary information, any one component may be the key to the entire puzzle, thereby depriving Westinghouse of a competitive advantage.
(e)    Unrestricted disclosure would jeopardize the position of prominence of Westinghouse in the world market, and thereby give a market advantage to the competition in

those countries-
 
(f)  The Westinghouse    capacity to invest corporate'assets in r esearch and development depends, upon the success in obtaining and maintaining a competitive advantage.
(iii)  The  .information is b'eing transmitted to the Commissi'on,in confidence and, under 'the pr'ovisions of 10 CFR Sec-tion 2.790,      it  is to be received in confidence by the Commission.
r (iv)    The  information is not available in public sources'to the best of our knowledge and belief-(v)    The  proprietary information sought to be withheld in this
      , submittal is that which is appropriately mar ked in Appen-dix A to letter from R. E. Uhzig to Eisenhut, dated March 19, 1980                  ,, concerning infor-mation in response to NRC request for information of February 25, 1980, relative to low pressure turbine disc integrity.
The  information enables Westinghouse to:
(a)    Develop    test inputs and procedures to satisfactorily verify the design of Westinghouse supplied equipment.
(b) Assist      its  customers to obtain licenses.
Further, the information has substantial commercial value          as follows.
(a)    Westinghouse    can sell the use of  this information to customers.
(b)    Westinghouse uses the information to verify the design of equipment which is sold- to customer s.


Under that system, information-is held in confidence if it'falls in one or more of several types, the release of which might result in the loss of an existing or potential com-petitive advantage, as follows: (a)The information reveals the-distinguishing aspects of a process (or component, structure, tool, method, etc.)where prevention of its use by any of Westinghouse's competitors without license from Westinghouse consti-tutes a competitive economic advantage over.other companies.
(c)   Westinghouse can   sell"services based upon the ex'per-fence gained and   the test .equipment and methods developed.

Re: St. Lucie Unit 1 Docket No. 50-335 Turbine Rotors Florida Power 8 Light Company (FP8L) has reviewed your letter dated February 25, 1980 requesting, in accordance with 10 CFR 50.54(f), information relative to disc integrity in Westinghouse 1800 RPM low pressure nuclear turbines.

Specifically, your request attached a set of six site-specific questions and a second set of eight generic questions. Your letter also urged that the generic questions be addressed through an owners group. As requested, responses to the generic questions were coordinated through a task force, of which FP8L is a member, which is chaired by Mr. Wayne Stiede of Commonwealth Edison. It is our understanding that Westinghouse will submit responses to the generic questions directly to your office and that you are in agreement with this method of submittal.

As a result of discussions at an industry Task Force meeting in Tampa, Florida on March 12-13, 1980, we understand that a site-specific information submittal date of March 19, 1980 is acceptable to the NRC. Such information is provided in Attachment 3. St. Lucie is currently shutdown for refueling, and inspections of the LP rotor discs will be performed during the outage.

Please note that our response contains information considered to be proprietary by the Westinghouse Electric Corporation. In conformance with 10 CFR 2.790, as amended, we are also forwarding an APPLICATION FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (Attachment 1) and an Affidavit (Attachment 2). The affidavit sets forth the basis on which the proprietary information contained in Attachment 3 may be withheld from public disclosure by the Commission.

(2) I am making this Affidavit in'conformance with the provisions of 10 CFR Section 2.790 of the Commission's,regulations and in conjunction with the Westinghouse application for. withholding accompanying this Affidavit-(3) I have personal knowledge of the criteria and procedur es utilized by Westinghouse Power Generation Divisions in designating informa-tion as a trade secret, privileged or as confidential commercial or financial information-(4) Pursuant to the provisions of paragraph (b)(4) of Section 2.790 'of the Commission's regulations, the following is furnished for con-sideration by the Commission in determining whether the information sought to be withheld from public disclosure should be withheld.

(i) 'he information sought to be withheld from public disclosure is owned and has been held in confidence by Westinghouse.

(ii) The information is of a type customarily held in 'confidence by Westinghouse and not customarily disclosed to the pub-lic. Westinghouse has a rational basis for determining the types of information customarily held in confidence by it and, in that connection, utilizes a system to determine when and whether to hold certain types of information in confi-dence. The application of that system and the substance of that system constitutes Westinghouse policy and provides the rational basis required.

Under that system, information -is held in confidence if it in one or more of several types, the release of which 'falls might result in the loss of an existing or potential com-petitive advantage, as follows:

(a) The information reveals the -distinguishing aspects of a process (or component, structure, tool, method, etc.)

where prevention of its use by any of Westinghouse's competitors without license from Westinghouse consti-tutes a competitive economic advantage over. other companies.

{b) It consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.),. the application of which data secures a competitive economic advantage, e.g., by optimization or improved marketability.

-(c) Its use by.a competitor would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product (d) It reveals cost or pr ice information, production capac-ities, budget levels, or commercial strategies of West-inghouse, its customers or suppliers-(e) It reveals aspects of past, present, or future Westing-house or customer funded development plans and programs of potential commercial value to Westinghouse.

(f) It contains patentable ideas, for which patent protec<<

tion may be desirable.

(g) It is not the property of Westinghouse, but must be treated as "proprietary by Westinghouse according to agreements with the owner.

(h) Public disclosure of this information would allow un-fair and untruthful judgments on the performance and reliability of Westinghouse equipment components and improper comparison .with similar components made by

.-competitors-There are sound p'olicy reasons behind the Westinghouse, system which include the following:

(a) The use of such information by Westinghouse gives Hest-inghouse a competitive advantage over its competitors.

'It is, therefore, withheld from disclosure to protect the Westinghouse competitive position.

(b) It is information which is marketable in many ways.

The extent .to which such information is available to competitors diminishes the Westinghouse ability to sell products and services. involving the use of the information.

(c) Use by our competitor would put Westinghouse at a com-petitive disadvantage by reducing his expenditure of resources at our expense.

(d) Each component of proprietary information pertinent to a particular competitive advantage is potentially as valuable as the total competitive advantage. If com-petitors acquire components of proprietary information, any one component may be the key to the entire puzzle, thereby depriving Westinghouse of a competitive advantage.

(e) Unrestricted disclosure would jeopardize the position of prominence of Westinghouse in the world market, and thereby give a market advantage to the competition in

those countries-

(f) The Westinghouse capacity to invest corporate'assets in r esearch and development depends, upon the success in obtaining and maintaining a competitive advantage.

(iii) The .information is b'eing transmitted to the Commissi'on,in confidence and, under 'the pr'ovisions of 10 CFR Sec-tion 2.790, it is to be received in confidence by the Commission.

r (iv) The information is not available in public sources'to the best of our knowledge and belief-(v) The proprietary information sought to be withheld in this

(a) Develop test inputs and procedures to satisfactorily verify the design of Westinghouse supplied equipment.

(b) Assist its customers to obtain licenses.

Further, the information has substantial commercial value as follows.

(a) Westinghouse can sell the use of this information to customers.

(b) Westinghouse uses the information to verify the design of equipment which is sold- to customer s.

(c) Westinghouse can sell"services based upon the ex'per-fence gained and the test .equipment and methods developed.

Public disclosure of this information is likely to cause substantial harm to the competitive position of Westinghouse because it would enhance the ability of competitors to design, manufacture, verify, and sell, electrical equipment for commercial turbine-generators without commensurate expenses- Also, public disclosure of the information would enable others having the same or similar equipment to use the information to meet NRC requirements for licensing documentation without purchasing the right to use the information.

ATTACHMENT 3 RESPONSE TO NRC REQUEST FOR INFORMATION RELATED TO TURBINE DISCS SITE-SPEC IF IC GENERAL QUESTIONS I. LP Turbine design and o crating data:

A. '~bi The Florida Power 8 Light Company, St. Lucie ¹1 unit consists of one tandem compound four flow, three casings, condensing, 1800 RPM turbine utilizing 44 in. last row blades in each low pressure element. The low pressure element is designated as a Building Block (28l.

B. Hours of o eration for each LP Turbine:

Both LP rotors installed in the Unit 1 turbine had operated a total of approximately 24,120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> as of March 15, 1980 when the unit was taken off-line for refueling. Based on current Westinghouse i nspection criter ia, an inspection of the Unit 1 LP rotors would be indicated based on the 5-year operating criterion rather than the

postulated crack size criterion. Unit 1 will not achieve 5 years of operation on the LP rotors until mid-1982. However, in recognition of current NRC concerns as well as the potential commercial penalties associated with a disc failure, FPL will inspect the LP rotors at St. Lucie Unit 1 during the current outage. fP8L will provide the results of this inspection to the NRC when the results become available.

C. Number of turbine tri s and overs eeds:

Based on the limited review predicated by the required response time, our records i ndicate that Unit 1 has undergone approximately 9 overspeed trips and 62 turbine trips from power operation. The 9 overspeed trips were the result of required testing of the overspeed trip device, and the 62 turbine trips reported are based on records of reactor trips. As reactor trips at low power levels will not necessarily involve a turbi ne trip, this number (62) is also subject to revision. We will continue our review of existing records and advise you of any changes to this response resulting from this review.

The bore tangential stresses at design speed and design overspeed are presented in Section E of Appendix A. The values presented include the stresses due to shrink fitting and centrifugal force loads only. Additional analyses to include thermal stresses and pressure stresses are being performed but are presently not available. .Keyway stresses vary from zero to a high fraction of yield strength.

The fracture toughness, K1C, of each disc is calculated from the Charpy V-notch and tensile data. These values, presented in Sections B. 11. and C.9. of Appendix A are calculated at either h

the Upper Shelf Temperature or room temperature, whichever yields the lower result.

Unit 1 does not have the capability to perform chemical analyses at the LP turbine. However, FP&L, in conjunction with Westinghouse, is conducting testing on both Turkey Point Units 3 and 4 to determine several parameters (pH, conductivity, and others) of the steam entering the LP turbines. We can provide, at your request, the results of this testing when the results beccme available. Nominal water chemi stry philosophy and a record of condenser inleakages are, however, included in our response as Appendix C. We have been unable to identify to date any correlation between turbine disc cracking of any type and secondary chemistry. In point of fact recent industry research indicates that disc cracking may be independent of secondary water chemistry, that is cracking may occur even in a pure steam envi rorment.

The consequences of turbine failure for St. Lucie Unit 1 has been reviewed by the AEC during the operating license stage. The document which addressed turbine missiles in detail was PSAR Revision No. 13 dated July 15, 1973. Potential turbine missile sources and the method of turbine missile A protection for safety related structures and equipment axe provided in FSAR Section 3.5.3.2 b'.
