The USG staff held three separate meetings during this trip: one on March 20, 2018 with Global Laser Enrichment (GLE), SILEX, and the Australian Safeguards and Non-Proliferation Office (ASNO); one on March 21, 2018, with ASNO; and one on March 22, 2018, with ASNO, GLE, and SILEX. | |||
The meeting on March 20, 2018, with GLE, SILEX, and ASNO began with a tour of the SILEX facility. The staff reviewed the laser operations and security controls for the protection of classified matter. The staff discussed the schedule and expectations for the proposed license transfer of GLE and the facility clearance. GLE and SILEX requested that the USG and ASNO develop a procedure which would authorize Australian staff to access certain U.S.-developed Restricted Data when necessary to advance the SILEX technology. | |||

The USG and ASNO staff agreed on 10 areas in the ASA that should be updated to support the proposed license transfer and facility clearance request. A call was held with GLE and SILEX to inform them of the proposed revisions to the ASA. | |||
The USG and ASNO staff agreed that additional meetings would be beneficial to develop and finalize the 10 areas of revision proposed for the ASA. The USG and ASNO staff discussed creation of a SILEX Laser Enrichment Security Working Group. The individuals who participated in the meetings are included in Enclosure 1. A non-public version of the trip summary is included in Enclosure 2.
