TRIP REPORT FOR SITE VISIT TO SILEX SYSTEMS LIMITED AND MEETING WITH THE AUSTRALIAN SAFEGUARDS AND NON-PROLIFERATION OFFICE TO DISCUSS OVERSIGHT FOR THE PROPOSED LICENSE TRANSFER AND FACILITY CLEARANCE FOR THE GLOBAL LASER ENRICHMENT FACILITY On March 20-22, 2018, United States Government (USG) representatives from the U.S. Nuclear Regulatory Commission, Office of Nuclear Material Safety Safeguards, Office of Nuclear Security and Incident Response, Office of International Programs, and the U.S. Department of Energy were in Australia to review SILEX Systems Limited (SILEX) operations and regulation.
The USG staff held three separate meetings during this trip: one on March 20, 2018 with Global Laser Enrichment (GLE), SILEX, and the Australian Safeguards and Non-Proliferation Office (ASNO); one on March 21, 2018, with ASNO; and one on March 22, 2018, with ASNO, GLE, and SILEX.
The meeting on March 20, 2018, with GLE, SILEX, and ASNO began with a tour of the SILEX facility. The staff reviewed the laser operations and security controls for the protection of classified matter. The staff discussed the schedule and expectations for the proposed license transfer of GLE and the facility clearance. GLE and SILEX requested that the USG and ASNO develop a procedure which would authorize Australian staff to access certain U.S.-developed Restricted Data when necessary to advance the SILEX technology.
On March 21, 2018, the USG staff met with ASNO representatives independent of GLE and SILEX. The USG and ASNO identified proposed revisions to the Administrative Security Arrangements (ASA) which serve as implementing guidance for the 123 Agreement, between the U.S. and Australia, regarding SILEX technology.

Zimmerman                                      2 During the meeting on March 22, 2018, USG and ASNO staff finalized discussions on the type of controls and tracking appropriate for classified matter at GLE and SILEX. The USG and ASNO staff agreed on 10 areas in the ASA that should be updated to support the proposed license transfer and facility clearance request. A call was held with GLE and SILEX to inform them of the proposed revisions to the ASA.
The USG and ASNO staff agreed that additional meetings would be beneficial to develop and finalize the 10 areas of revision proposed for the ASA. The USG and ASNO staff discussed creation of a SILEX Laser Enrichment Security Working Group. The individuals who participated in the meetings are included in Enclosure 1. A non-public version of the trip summary is included in Enclosure 2. In addition, a separate version of the trip report entitled, NRC International Travel Trip Report, (Agencywide Documents Access and Management System Number ML18094A360) was docketed to close out the NRCs international travel requirements.
