CLINCH RIVER NUCLEAR EARLY SITE PERMIT APPLICATION SAFETY EVALUATIONS WITH NO OPEN ITEMS FOR SECTION 2.1, GEOGRAPHY AND DEMOGRAPHY, SECTION 2.2, NEARBY INDUSTRIAL, TRANSPORTATION AND MILITARY FACILITIES, SECTION 3.5.1.6, AIRCRAFT HAZARDS, AND SECTION 15.0.3, RADIOLOGICAL CONSEQUENCES OF DESIGN BASIS ACCIDENTS By letter dated May 12, 2016, Tennessee Valley Authority (TVA) submitted an early site permit (ESP) application to the U.S. Nuclear Regulatory Commission (NRC) for the Clinch River Nuclear (CRN) Site located in Oak Ridge, Tennessee.
Based on our review of the application, the staff is providing the Advisory Committee on Reactor Safeguards (ACRS) its safety evaluations (SEs) with no open items associated with Section 2.1, Geography and Demography, Section 2.2, Nearby Industrial, Transportation and Military Facilities, Section 3.5.1.6, Aircraft Hazards, and Section 15.0.3, Radiological Consequences of Design Basis Accidents (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML18102B203, ML1818102B149, and ML1818102B150).
Unless otherwise stated in the SEs, the staffs review was based on Revision 1 of the CRN Site ESP application. The SEs are being provided to support a May 15, 2018, meeting of the subcommittee of the ACRS. The ACRS full committee meeting will be held after the subcommittee meeting.

A. Veil                                        The staff concludes that the SEs do not contain any information exempt from public disclosure.
However, the NRC will withhold the SE from public disclosure for 10 business days to allow TVA the opportunity to verify the staffs conclusion that the SE contains no such exempt information.
Therefore, the staff requests that the ACRS withhold the SE from public disclosure until the information has been released publicly in ADAMS.
The staff will inform the ACRS immediately if TVA requests that any of the information in the SE be withheld from public disclosure.
