SUMMARY

OF NOVEMBER 9, 2017, QUARTERLY MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE On November 9, 2017, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Technical Specifications Task Force (TSTF). The purpose of the quarterly meeting was to discuss proposals for future TSTF Travelers to modify the Standard Technical Specifications (STS), status and technical topics related to active Travelers currently under review, and paths to resolution for technical or programmatic issues with Technical Specifications, Travelers, and related regulatory documents. The notice and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17303A162. A list of attendees is enclosed.

  • NRC still working, incorporating continued lessons learned from current interactions.
  • Traveler review process undergoing audit by the Office of the Inspector General. II. Travelers Currently Under NRC Staff Review A. TSTF-541, Rev. 0, "Add Exceptions to Surveillance Requirements When the Safety Function is Being Performed"
  • TSTF will revise the traveler to improve the justification, including the need for the change, and add a discussion that a licensee can't be in this condition endlessly. B. TSTF-563, Rev. 0, "Revise Instrument Testing Definitions to Incorporate the Surveillance Frequency Control Program"
  • TSTF will respond to draft RAI and capture items from 11/9/2017 discussion. E. TSTF-567, Rev. 1, "Add Containment Sump TS to Address GSI-191 Issues"
  • RAIs not needed after discussion on 11/9/17.
  • TSTF response to NRC concerns regarding TSTF-542 and TS 3.10.1, "Inservice Leak and Hydrostatic Testing Operation," interactions (TSTF) a) No further action needed from industry. B. Status of NRC response to TSTF Letter on TSTF-505, "Risk Informed Completion Times" (NRC)
  • Target date for draft SE is 12/15/17. C. Status of revision to IMC-0326 (NRC)
  • Targeting issuance by end of 2017. IV. Technical Issues A. Discussion of TSTF response to NRC letter on TSTF-490, "Deletion of E Bar Definition and Revision to RCS Specific Activity Tech Spec" (All)
  • No updates, Radiation Protection and Consequences Branch (ARCB) is not prepared to discuss yet. V. Future Traveler submittals A. TSTF-557, Rev. 1, "Spent Fuel Storage Rack Neutron Absorber Monitoring Program"
  • TSTF will hold off submitting, until NRC Technical Specifications Branch staff (STSB) has had a chance to discuss with the Reactor Systems Branch (SRXB) staff. C. TSTF-568, Rev. 0, "Clarify Applicability of BWR/4 TS 3.6.2.5 and TS 3.6.3.2"
  • Will submit new traveler week of 11/14/17 D. TSTF-569, Rev. 0, "Revise Response Time Testing Definition"
  • High priority item for industry.
  • Will hold a pre-submittal meeting before end of 2017. VI. Next Quarterly Meeting with TSTF will be February 15, 2018 There were no final determinations made during the meeting. No members of the public had comments.
