Subject:

License amendment application for the purpose of demonstrating 9 9 Mo production capability in the OSTR Mr. Adams: This letter serves as a request to review a license amendment application for the purpose of allowing a fueled experiment.

The attached license amendment will provide analysis in support of irradiation of up to three targets in the OSTR. These uniquely designed targets will contain 2 3 SU for the explicit purpose of demonstrating the production of 9 9 Mo in a small reactor.Because it will contain uranium, it will constitute a fueled experiment which is something our current license does not specifically address. We believe that these targets are capable of producing commercially viable quantities of 9 9 Mo. As you are aware, there is no current domestic supply of 9 9 Mo. Oregon State University is working to solve this pressing national need. Some of the information in the licence amendment will be proprietary in nature and we request that the information be withheld from public disclosure.

As such, also attached is an affidavit attesting to that affect. I hereby affirm, state, and declare under penalty of perjury that the foregoing is true and correct.Executed on: If you have any questions, please do not hesitate to contact me.Sincerely, Stee eese Director cc: Document Control, NRC w/o attachements Rich Holdren, OSU Craig Bassett, NRC w/o attachements Andy Klein, OSU w/o attachements Rick Spinrad, OSU
