OREGON STATE UNIVERSITYCLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-04-001 ON THE SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN
Dear Dr. Reese:
The purpose of this letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has closed Confirmatory Action Letter (CAL) No. NRR-04-001. The NRC issued CAL No. NRR 04-001 on January 29, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML032810774). This CAL formalized commitments to implement site-specific compensatory measures related to security and safeguards.
By letter dated July 29, 2021 (ADAMS Accession No. ML21225A083 (cover letter only)), the NRC received a revised physical security plan (PSP), dated July 2021, for the Oregon State University TRIGA reactor (OSTR), under Facility Operating License No. R-106. In response to this letter, the NRC staff reviewed the OSTR PSP and found that the changes to the OSTR PSP were made in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.54,Conditions of licenses, paragraph (p)(2) by incorporating the site-specific compensatory measures committed to in CAL No. NRR-04-001, which did not decrease the effectiveness of the previously approved OSTR PSP. Therefore, the NRC considers CAL No. NRR-04-001 closed.
Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, the NRC will make a copy of this letter available electronically for public inspection in the NRC Public Document Room located at the NRC Headquarters in Rockville, MD. The public can also access this letter in the NRCs document system, ADAMS, on the NRCs Web site at https://www.nrc.gov/reading-rm/adams.html.
