This letter provides information in accordance with 10-CFR 50.54(p)(2) concerning a change at Wolf -Creek-Generating Station (WCGS) -affecting the WCGS, Physical Security-Plan.
Attachment I provides a description of -this change and a justification for. the change.
Attachment II identifies the commitments contained in this correspondence.
The change identified in Attachment I will be incorporated into the WCGS Physical Security
-Plan by March 28, 2003. This change does not reduce-the effectiveness of the WCGS Physical Security Plan.

Physical Security Plan page 1-8 This change incorporates the 3-step approach for expediting verification of military service in accordance with guidance provided by Nuclear Regulatory Commission Regulatory Issue Summary (RIS) 2002-17 "Guidance on Performing Military Service Verification."
Expeditious verification of military service will reduce the time required to make determinations regarding the granting of unescorted access.
RIS 2002-17 states that the 3-step approach can be incorporated into the Physical Security Plan in accordance with 10 CFR 50.54(p). Wolf Creek Nuclear Operating Corporation has determined that this change does not reduce the effectiveness of the Physical Security Plan.
Therefore, this change can be made without prior NRC approval.
