NRC Ictter dated 2/7/89 from J.A. Calvo to J.G. Dewcase concerning the Inservice Testing Program for pumps and valves (TAC Nos. 56570 and 67895)
Gentlemen:
The referenced letter stated that the Waterford 3 Inservice Test (IST) Plan is acceptable for implementation provided specific NRC comments are addressed. On May 9, 1989, LP6L held a meeting with the NRC to discuss these comments. Based on these discussions, LP&L hereby submits Change 1 to Revision 5 of the Pump and Valve Inservice Test Plan (Enclosure). The affected sections of the Plan have been annotated with change bars.
For convenience, an attachment which summarizes the changes to Revision 5 is included.

the six concerns identified in the Safety Evaluation of the Plan' by the NRC dated February'7, 1989.
These concerns were discussed with NRC representatives during their May 9, 1989 visit to Waterford 3.
Change 1 is the implementation of the proposals-made at this meeting.
The six items comprising Change 1 are:

Relief Recuest 2.1.3 - For pumps tested using mini-

recirc flowpaths, Flow was added to the list of parameters that are compared to limits-when determining operability.

Relief'Recuest 3.1.1 - Added a clarifying statement that rapid-acting valves which exceed their 2 second stroke time limit will be declared inoperable until corrective action is taken.
3a. Relief Reauest 3.1.4 - This relief request was deleted and Clarification 3.2.9 was added.

- b. Clarification 3.2.9 - Explains that Cold Shutdown valves exceeding the increased' frequency testing criteria will be repaired prior to startup or the plant conditions i
established to perform the monthly required testing.

Relief Recuest 3.1.34 - This relief was determined to be unnecessary and deleted since Section XI has no i
exercising requirements for passive valves.

Relief Recuest 3.1.54 - This relief was determined to be I
unnecessary and deleted since pressure-regulating valves are exempt from Section XI requirements.

Relief Recuest 3.1.55 (New) - The NRC allows valve leak l
testing per 10 CFR 50, Appendix J, however, relief from L
Section XI requirements must be requested.
The valve table was updated to reflect the above changes in Relief Requests.
