Attachment I to W3FI-2012-0042 Request for Information 90-Day Emergency Preparedness Response to W3F1-2012-0042 Page 1 of 3 Request for Information (RFI) 90-Day Emergency Preparedness Response Communications:

RFI 2 - Describe any interim actions that have been taken or are planned to be taken to enhance existing communications systems power supplies until the communications assessment and the resulting actions are complete.

Purchase orders have been submitted for two uninterruptible power supplies (UPSs) to be used at Waterford Steam Electric Station, Unit 3, (Waterford 3) to provide backup power upon loss of all alternating current power for radio communications systems for onsite response teams and offsite field monitoring teams. The schedule for installation of the UPSs will be provided with the communications assessment by October 31, 2012, as previously committed to in the 60-day response (Reference 2).

In addition to existing emergency response radios, 10 additional portable digital radios including extra batteries/chargers have been purchased, received, and deployed to be used for communications with onsite response teams or offsite field monitoring teams.

In addition to the existing eleven satellite phones currently on site at Waterford 3, 11 additional battery-operated satellite phones have been purchased, received, and deployed for emergency response personnel for onsite and offsite communications.

Staffing:

RFI 3 - Identify how the augmented staff would be notified given degraded communications capabilities.

Initial expectations have been communicated to the Emergency Response Organization (ERO) to respond to their assigned emergency response facilities when made aware of an area-wide loss-of-grid that results in degraded communications capability. This will be included in the ERO annual requalification training program by December 12, 2012.

RFI 4 - Identify the methods of access (e.g., roadways, navigable bodies of water and dockage, airlift, etc.) to the site that are expected to be available after a widespread large scale natural event.

Various types of transport to Waterford 3 are applicable including: walking, personal vehicle, helicopter, and watercraft.

Entergy currently has a letter of agreement (LOA) with the Louisiana Governor's Office of Homeland Security & Emergency Preparedness (GOHSEP). In this letter, GOHSEP agrees to provide response to actual events as requested by Waterford 3.

GOHSEP is the central coordinating agency for mutual aid in Louisiana for all state, local, and federal resources. This would include clearing of access roads as conditions warrant, water and air transportation support, etc. as needed.

to W3F1 -2012-0042 Page 2 of 3 The following agreements are already in-place for assistance and/or services:

" Hahnville Volunteer Fire Department (primary offsite responder)

Hahnville Volunteer Fire Department has mutual aid agreements for assistance from other local fire departments located in St Charles Parish

" Governor's Office of Homeland Security & Emergency Preparedness (GOHSEP)

  • St Charles Parish
  • St John the Baptist Parish
  • St Charles Parish Sheriff

" United States Coast Guard

  • MYU Helicopters
  • Panther Helicopters
  • Bristow US (Helicopter Support)
  • Ochsner Flight Care
  • Williams Fire & Hazard Control In addition, Waterford 3 has two staging areas initially designated for staging personnel in the event of a toxic chemical related emergency. These staging areas can be used to support bringing personnel to the site as conditions dictate. Should these staging areas not be available, a decision can be made to identify additional staging areas in consultation with State and Parish officials.

RFI 5 - Identify any interim actions that have been taken or are planned prior to the completion of the staffing assessment.

Entergy is currently assessing initial on-shift ERO staffing at Waterford 3 for design-basis event conditions in response to the requirements of changes to 10CFR Part 50, Appendix E, Section IV(A)(9), by December 24, 2012. Although limited to the time following a design-basis event initiation until the on-shift ERO is augmented, this assessment is expected to provide an initial indication of the adequacy of staffing to respond to beyond design-basis events.

Food and water supplies to support extended presence of emergency workers for situations such as hurricane response is presently available at Waterford 3.
