The results of NRC's acceptance review of the application were transmitted by electronic letter received via e-mail on August 3, 2011. Additional information pertaining to the amendment request was submitted by letter dated September 10, 2012 (Reference 2).

The purpose of the proposed amendment was to revise TS Surveillance Requirement (SR) 3.6.6.3 for verifying the minimum required containment cooling train cooling water flow rate. Rather than requiring verification that each containment cooling train has a cooling water flow rate greater than or equal to 2200 gallons per minute (gpm), revised TS SR 3.6.6.3 would have required verification that the flow rate is "within limits."

ULNRC-05927 October 26, 2012 Page2 The proposed change was based on recognizing that the required containment cooling train flow rate (in gpm) is based on the capability to achieve a minimwn required containment heat removal rate (in Btulhr) asswned in the accident analysis. Whereas the latter is an accident analysis asswnption not likely to be changed, the former may be subject to change based on changing system conditions/parameters (such as tube plugging and tube fouling). In addition, the cooling water flow to the containment coolers (air-to-water heat exchangers) is just one of many load flows accounted for in the overall flow balance required to be achieved for the essential service water (ESW) system and the various loads it serves. Such load flows are adjustable, depending where flow margin is needed or available. If approved, the amendment request would have eliminated the actual flow value specified in SR 3.6.6 such that the SR would have required the containment cooling train flow limit to be "within limits." The limit, as proposed, would still have been defmed in the Bases forTS 3.6.6 in terms of the heat removal rate asswned in the accident analysis (and would still would have been subject to the provisions of 10 CFR 50.59 for any changes made to the value).

Notwithstanding the intended license amendment, Ameren Missouri is withdrawing its application for amendment. This action is based on discussions with the NRC staff during their review of the application.
