Dear Madam or Sir:

By letter dated February 25,1998, Illinois Power received a request for additional information (RAI) regarding the Clinton Power Station (CPS) IPEEE submittal. The RAI requested that IP respond by May 1,1998, to a total of seven questions. Two of the questions pertain to seismic issues and five to fire protection issues. IP is requesting addition time to respond to this RAI. This request has been discussed with the CPS NRR Project Manager.

At this time, the primary focus of CPS personnel is restoring Divisions I, II, and III to an operable status. Personnel / resources needed to answer the IPEEE RAI are committed to restoring divisional operability. A second issue interposing with needed personnel / resources is the recent Maintenance Rule inspection conducted at CPS.

Personnel needed for probabilistic risk assessment (PRA) associated with the CPS IPEEE are involved with implementing 10 CFR 50.65, " Requirements for monitoring the effectiveness of maintenance at nuclear power plants." Lastly, IP is collaborating with the Electric Power Research Institute (EPRI) to answer two questions (fire 1 and

2) which are generic to the industry. This effort is not expected to be completed by EPRI before Auguc+ 1998.

IP is committed to safe operation of CPS. Therefore, restoring divisional operability is a high priority. However, IP is also committed to responding in a timely manner to the subject RAI. Therefore, IP will provide a response to the two seismic questions by September 30,1998. IP will provide a response to RAI fire questions three, four and five by December 31,1998. By that time, IP should know to what
