Transmittal of Revision 1 to the Clinton Power Station Technical Specification Bases

Dear Sir:

Pu s - to Clinton Power Station (CPS) Technical Specification 5.5.11, "Technich. , ,ification (TS) Bases Control Program," please find enclosed replacement pages constituting Revision I to the CPS TS Bases. The changes associated with this revision were processed in accordance with CPS TS 5.5.11 which becan.e effective with Amendment No. 95 to the CPS Operating License.

In accordance with the TS Bases Control Program of CPS TS 5.5.11, Illinois Power (IP) may make changes to the CPS TS Bases without prior NRC approval provided certain criteria are met. Namely, the changes do not involve a change to the TS incorporated in the license or involve an unreviewed safety question as defined in 10 CFR 50.59. In accordance with CPS TS 5.5.11, changes to the TS Bases that are made without prior NRC approval must be submitted to the NRC on a frequency consistent with 10 CFR 50.71(e). This letter and its enclosure provide the first of these transmittals,

covering the time period from implementation of Amendment No. 95 to the CPS Operating License on January 1,1995 until May 2,1995.

It should be noted that, in order to provide plant personnel with the most up-to-date information available in a timely manner, changes to the CPS TS Bases are distributed to controlled copies of the CPS TS in " installments." The collection of installments issued during the time period addressed by 10 CFR 50.71(e) constitutes a full revision to the CPS TS Bases. As a result, Revision I to the CPS TS Bases consists of pages annotated with Revision No. I and Revision No.1-1. Installments associated with Revision 2 to the CPS TS Bases (which will address changes made between May 2,1995  ;

< U-602463 Page 2 and the end of the sixth refueling outage) will consist ofpages annotated with Revision No. 2-1, Revision No. 2-2, etc. Changes to the text of the CPS TS Bases are identified with revision bars. No revision bars were included for changes to format, such as moving unrevised text from one page to another.

In addition to changes that were made without prior NRC approval, this Bases revision also contains changes that were reviewed and approved by the NRC in conjunction with Amendment Nos. 97,98, and 100 to the C'" Operating License. These pages are annotated as Revision No.1 or Revision No.1-1, e applicable.
