Clinton Power Station Revision to Previously Submitted Proposed Amendment of Facility Operating License No. NPF-62 r
Dear Sir:
By letter dated October 26,1993 (reference letter U-602196), Illinois Power (IP) applied for amendment ofFacility Operating License No. NPF-62, Appendix A -
Technical Specifications, for Clinton Power Station (CPS). That request involved a complete revision of the CPS Technical Specifications to apply NUREG-1434, " Improved BWR-6 Technical Specifications," Revision 0, dated September 1992, at CPS.
Subsequent to issuance of NUREG-1434, the NRC issued additional guidance for improving the scope and content of the Administrative Controls Section of NUREG-1434.
This revision seeks to adopt these changes recommended in the letter from W. T. Russell (NRC) to the Chairpersons of the Owners' Groups Technical Specifications Committees dated October 25,1993.
These proposed changes replace Section 5, Administrative Controls, previously provided in IP's October 26,1993 amendment request. In addition, minor revisions are proposed to other sections of the October 26,1993 request to reflect changes to referenced Specifications in Section 5. These include Section 1, Use and Application; Section 2, Safety Limits; Section 3.0, LCO and SR Applicability; Section 3.3, Instrumentation, Section 3.4, Reactor Coolant System; and Section 3.8, Electrical Power Systems. The replacement Section 5 and revised pages for those affected in the remaining sections are provided in Attachment 2 to this letter. In addition, an aflidavit supporting the facts set forth in this letter and its attachments is provided in Attachment 1.

U-602243 IP has reviewed the proposed changes against the criteria of 10CFR51.22 for categorical exclusion from environmentalimpact considerations. The proposed changes do not involve a signiGeant hazards consideration, or significantly increase the amounts or change the types of emuents that may be released off-site, nor do they significantly f
increase individual or cumulative occupational radiation exposures. Based on the foregoing, IP concludes the proposed changes meet the criteria given in 10CFR51.22(c)(9) for a categorical exclusion from the requirement for an Environmental Impact Statement.
This request has been reviewed by the CPS Facility Review Group (FRG).
