Letter logged TXX-3640 from H. C. Schmidt to S. B. Burwell dated March 10, 1983 Gentlemen:
TU Electric submitted via the referenced letter the CPSES Interim Fuel Building Fire Protection Program showing how TV Electric expected to protect new fuel from fire. The plan was to be eventually superseded, prior to Unit I fuel load, by permanent administrative controls and Technical Specification surveillance procedures.
On December 23, 1986, indications of administrative problems with the program, in the form of overdue hose inspections, were noted by TU Electric and verbally identified to and discussed with your Mr. E. H. Johnson by Mr. A. B.
Scott.
The purpose of this letter is to inform the staff that our investigation into the administrative controls on the fuel building fire protection program is complete and to outline the results of that investigation and actions taken by TU Electric to ensure adequate fire protection is maintained.
RESULTS The interim plan discussed above, which was to be effective from the time of fuel receipt until the Technical Specifications were fully invoked, was found to lack substance. Although adequate facilities and equipment were required by the interim plan, sufficient procedures, specifically surveillance requirements, were not established to provide auditable verification of the availability / operability of these facilities and equipment. While in the custody of Construction and Startup, some of the equipment did not receive the documented maintenance and testing necessary to demonstrate operability of that equipment.

,a TXX-6351 June 8, 1987 Page 2 of 2 A review of the status of the fire protection equipment was performed, and in some cases subsequent testing was performed, to verify the operability of the equipment and facilities during this period.
Based on that review, TV Electric has concluded that adequate fire protection was provided for the new fuel at all times.
ACTION TAKEN The Vice President, Nuclear Operations, appointed a task force to develop an auditable program of administrative controls for fire protection activities until the permanent Fire Protection Program becomes effective.
Procedure STA-722, " Interim Fire Protection Program," has been issued to coordinate fire protection activities and prevent recurrence of the previous questionable conditions of operability. Additionally, the Fire Protection Supervisor has been charged with clear responsibility for administering the Fire Protection Program and for assuring operability of fire protection systems (or providing compensatory measures).to meet regulatory commitments.
We feel this upgraded program will continue to satisfy the fire protection requirements of our Special Nuclear Material License, but on stronger footing than before.
