Dear Sir or Madam:

In the referenced letters, the NRC denied the fee exemption requests for several changes to the Improved Standard Technical Specifications (ISTS), known as Travelers, requested by the TSTF.

This letter responds to those determinations.

The TSTF withdraws TSTF-417, Revision 0, "AC Electrical Power System Completion Times (WCAP-15622)," from NRC review.

The TSTF withdraws TSTF-467, Revision 0, "Add Restriction for Lowest Loop Tave During MODE 2 Physics Testing," from NRC review.

The TSTF requests that the NRC review TSTF-478, Revision 0, "BWR Technical Specification Changes that Implement the Revised Rule for Combustible Gas Control," and that the Traveler be made available through the CLIIP. Review fees associated with TSTF-478 should be billed to the Boiling Water Reactor Owners Group.

Reference 1 stated that TSTF-482, Revision 0, "Correct LCO 3.0.6 Bases," and TSTF-485, Revision 0, "Correct Example 1.4-1," would be considered administrative changes and incorporated into Revision 3.1 of the ISTS NUREGs. The TSTF supports that action.

In addition, the TSTF recommends that TSTF-343, Revision 1, "Containment Structural Integrity," TSTF-479, Revision 0, "Changes to Reflect Revision of 10 CFR 50.55a," and TSTF-439, Revision 2, "Eliminate Second Completion Times Limiting Time From Discovery of Failure to Meet an LCO," also be considered administrative changes and be incorporated into Revision 3.1 of the ISTS NUREGs. TSTF 05-22 November 2, 2005 Page 2 adopted by licensees via license amendment request, we recommend that the first licensee request to adopt one of these Travelers be considered a "lead plant" submittal and a generic Safety Evaluation be written to simplify the NRC's review of any additional plant-specific amendments requests. Note that TSTF-343 is based on Wolf Creek License Amendment 152, dated March 17, 2004. We recommend that this license amendment be considered the lead plant submittal for TSTF-343.
