Licensee declared an Unusual Event at 1308 … Licensee declared an Unusual Event at 1308 EDT on 08/14/04. Unusual Event was declared due to a Loss of Offsite Power which occurred due to a Lockout trip of the Station Auxiliary Transformer. All four emergency diesel generators started and loaded properly. On the reactor trip, all rods fully inserted. They received Group II, VI, and VIII PCIS isolations due to the loss of power. The MSIVs are closed and the licensee manually started RCIC for reactor level control and HPCI for reactor pressure control. </br>The licensee in activating the Emergency Response Organizations.
