The inspectors identified a finding of ver … The inspectors identified a finding of very low safety significance and associated Non-Cited Violation (NCV) of 10 CFR Part 50, Appendix B, Criterion III, Design Control , for failure to adequately evaluate the capability of motor control starter contactors to operate during design basis degraded voltage conditions. Specifically, the licensee did not analyze all circuit elements of resistance and failed to incorporate the latest results of calculated plant bus voltages. The performance deficiency was determined to be more than minor because it was associated with the Mitigating System Cornerstone attribute of equipment performance and affected the cornerstone objective of ensuring the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. The finding screened as of very low safety significance (Green) because the finding involved a design or qualification deficiency that did not result in a loss of operability. Specifically, the licensee performed an operability evaluation taking into account all resistances in the circuit, the latest load flow analysis and test data and concluded there was sufficient voltage available.
